Memorial services for Steve Milligan, 59, of Hilltop Lakes will be conducted 11 a.m. Friday, Jan. 17, 2014, at the Hilltop Lakes Chapel. Dr. Tony Taylor, church pastor, will officiate.

Milligan was born July 22, 1954, in Marion, Ohio, to Charles and Imogene (Brady) Milligan, and died Friday, Jan. 10, 2014, at Madison St. Joseph Health Center in Madisonville. At the time of his death, Milligan was serving as the Normangee Police Department interim chief; a former NPD reserve officer, he was hired as NPD sergeant in early August 2013, and had been serving as a one-man police department since late August.

Milligan received his law enforcement training at the University of Houston Training Academy, and also went through a federal law enforcement training facility in Little Rock, Ark. In addition to NPD, he worked from 2007-12 as a Hilltop Lakes patrol deputy with the Leon County Sheriff’s Department. Milligan retired to the Hilltop Lakes area in 2007 after a 16 1/2 year stint with the Southside Place Police Department. He also served five years as a member of the University of Houston Campus Police Department, and two years as a law enforcement officer for the U.S. Department of Veteran Affairs in Houston. A U.S. Navy veteran (four years active duty, four years reserve), Milligan also worked for a railroad company in Ohio. He was preceded in death by father Charles Milligan.

Survivors include mother Imogene Milligan; two sons, Brian Milligan and Chris Milligan; daughter Megan Milligan; sister Linda Brown; niece Ashley Brown; and nephew Aron Brown.

In lieu of flowers, the family requests donations be made to a memorial fund for Milligan at Normangee State Bank. Cozart Funeral Home of Normangee will be in charge of arrangements.
